Abstract
Вступ. Повномасштабна війна, яка триває в Україні з 2022 року, спричинила безпрецедентні виклики для економіки, зокрема для аграрного сектору – одного з найбільш стратегічних сегментів національного господарства, що забезпечує продовольчу безпеку, валютні надходження та зайнятість у сільських регіонах. У цих умовах особливої важливості набуває питання державної допомоги – не лише як інструменту порятунку постраждалих підприємств, а як стратегічного інструмента забезпечення стійкості і адаптації сектору до нової реальності.
Водночас традиційні моделі державної підтримки – як-от прямі субсидії, дотації, кредитні пільги – у воєнних умовах демонструють як свої сильні сторони, так і низку системних обмежень: складність доступу до ресурсів для малих виробників, нерівність у розподілі допомоги, слабку інституційну координацію, бюрократизацію процедур. Все це ставить під сумнів не тільки ефективність, а й справедливість існуючих механізмів підтримки.
Метод (методологія). Під час проведення дослідження застосовано комплекс загальнонаукових та спеціальних економічних методів, що дозволили всебічно охарактеризувати механізми державного втручання в аграрний сектор у кризовий період. Системний підхід використано для аналізу взаємозв’язків між інструментами державної політики, суб’єктами агробізнесу та зовнішнім середовищем. Порівняльний аналіз дав змогу оцінити ефективність різних форм підтримки у воєнний та довоєнний періоди, а також порівняти підходи України з практиками країн ЄС. Контент-аналіз нормативно-правових актів і програм підтримки дозволив виявити основні інституційні зміни та нові механізми державного регулювання. Крім того, застосовано аналіз статистичних даних, що охоплюють динаміку фінансування, охоплення господарств підтримкою та структуру розподілу бюджетних коштів у 2022-2024 роках.
Результати. Екстрені механізми державної підтримки агробізнесу в умовах війни відіграли критично важливу роль у стабілізації аграрного виробництва, збереженні експортного потенціалу країни та мінімізації негативних соціально-економічних наслідків кризи. Завдяки цілеспрямованим програмам, зокрема пільговому кредитуванню, грантовому фінансуванню, компенсаціям логістичних витрат та пілотним страхувальним схемам, вдалося зберегти частину виробничого потенціалу, забезпечити функціонування продовольчих ланцюгів і підтримати зайнятість у сільських громадах.

The full-scale war that has been ongoing in Ukraine since 2022 has created unprecedented challenges for the economy, particularly for the agricultural sector — one of the most strategic segments of the national economy, ensuring food security, foreign currency earnings, and employment in rural regions. In these conditions, the issue of state assistance becomes especially important — not only as a tool to rescue affected enterprises but also as a strategic instrument to ensure the sector’s resilience and adaptation to the new reality. At the same time, traditional models of state support — such as direct subsidies, grants, and concessional loans — in wartime reveal both their strengths and a number of systemic limitations: difficulty in accessing resources for small producers, inequality in the distribution of assistance, weak institutional coordination, and bureaucratization of procedures. All this calls into question not only the effectiveness but also the fairness of existing support mechanisms. Methodology. The study applied a set of general scientific and specialized economic methods that allowed for a comprehensive characterization of state intervention mechanisms in the agricultural sector during the crisis period. A systemic approach was used to analyze the interrelationships between public policy instruments, agribusiness entities, and the external environment. Comparative analysis made it possible to evaluate the effectiveness of different forms of support in wartime and pre-war periods, as well as to compare Ukraine’s approaches with EU practices. Content analysis of regulatory acts and support programs revealed key institutional changes and new mechanisms of state regulation. In addition, statistical data analysis covered the dynamics of funding, the coverage of farms by support measures, and the structure of budgetary fund distribution in 2022–2024. Results. Emergency mechanisms of state support for agribusiness in wartime have played a critically important role in stabilizing agricultural production, preserving the country’s export potential, and minimizing the negative socio-economic consequences of the crisis. Thanks to targeted programs — including concessional lending, grant financing, compensation for logistics costs, and pilot insurance schemes — part of the production capacity was preserved, food supply chains were maintained, and rural employment was supported.
