Удосконалення мотиваційного механізму розвитку фермерських господарств в Україні в умовах трансформації аграрного сектору

Abstract

У статті досліджено теоретико-прикладні засади удосконалення мотиваційного механізму розвитку фермерських господарств в Україні в умовах трансформації аграрного сектору. Обґрунтовано, що мотиваційний механізм фермерського господарювання не може зводитися лише до матеріального стимулювання, оскільки його зміст охоплює економічні, інституційні, соціальні, організаційні та технологічні чинники. Доведено, що розвиток фермерських господарств залежить від поєднання державної підтримки, доступу до фінансових ресурсів, цифровізації управлінських процесів, розвитку людського капіталу, розширення кооперації та формування прозорого нормативного середовища. Особливу увагу приділено ролі Державного аграрного реєстру, програм державної підтримки, фінансових інструментів, інноваційних технологій і переробки сільськогосподарської продукції як складових мотивації аграрного підприємництва. Визначено, що цифровізація, точне землеробство, управління даними, розвиток дорадництва та підвищення підприємницьких компетентностей фермерів є важливими передумовами переходу від екстенсивної моделі виробництва до інтенсивної моделі сталого розвитку. Розкрито значення євроінтеграційного напряму державної аграрної політики, що передбачає адаптацію фермерських господарств до європейських стандартів якості, безпечності, екологічності та прозорості господарювання. Запропоновано структурну модель мотиваційного механізму розвитку фермерських господарств, яка поєднує фінансові, інституційні, інноваційні, соціальні та ринкові стимули. Зроблено висновок, що ефективне удосконалення мотиваційного механізму можливе за умови синергії державної політики, саморозвитку фермерів, цифрової трансформації, кооперації та орієнтації на продукцію з вищою доданою вартістю.The article examines the theoretical and applied foundations for improving the motivational mechanism of farm development in Ukraine under the conditions of transformation of the agricultural sector. It is substantiated that the motivational mechanism of farming cannot be reduced solely to material incentives, as its content encompasses economic, institutional, social, organizational, and technological factors. It is demonstrated that the development of farms depends on the combination of state support, access to financial resources, digitalization of management processes, human capital development, expansion of cooperation, and the formation of a transparent regulatory environment. Particular attention is paid to the role of the State Agrarian Register, state support programs, financial instruments, innovative technologies, and agricultural processing as key components of agricultural entrepreneurship motivation. It is determined that digitalization, precision agriculture, data management, development of advisory services, and enhancement of farmers’ entrepreneurial competencies constitute essential prerequisites for the transition from an extensive production model to an intensive model of sustainable development. The significance of the European integration vector of state agricultural policy is revealed, which involves the adaptation of farms to European standards of quality, safety, environmental sustainability, and transparency of economic activity. A structural model of the motivational mechanism for farm development is proposed, integrating financial, institutional, innovative, social, and market-based incentives. It is concluded that the effective improvement of the motivational mechanism is achievable under the conditions of synergy between state policy, farmers’ self-development, digital transformation, cooperation, and a focus on higher value-added production.
