Моделювання впливу видатків бюджету на розвиток паливно-енергетичного комплексу України

Abstract

Досліджено вплив видатків Державного бюджету України на розвиток паливно- енергетичного комплексу України. Проаналізовано макроекономічні тенденції в Україні у 2015 р., плани уряду щодо реформування паливно-енергетичного комплексу. Побудовано економетричну модель впливу видатків державного бюджету, що спрямовані на ПЕК, на капітальні інвестиції у промисловість в цілому. Надано рекомендації щодо удосконалення використання бюджетних та кредитних ресурсів для розвитку паливно-енергетичного комплексу в Україні. Introduction. Ukraine has lost control over the main objects of the fuel and energy complex after the occupation of the Crimea by Russian Federation and warfare in the territories of Donetsk and Lugansk regions. Therefore, there is the need for state aid to enterprises of the fuel and energy complex to reload the industry. Purpose. The goal of the paper is to study the impact of government expenditures on the development of fuel and energy complex in Ukraine. Results. The research focuses on Ukrainian macroeconomic trends in 2015, the govern- ment plans to reform fuel and energy sector in 2015, budget expenditures and foreign loans aimed at the development of the economic activities. The study presents an econometric model of the fiscal expenditures impact, aimed at the fuel and energy sector, on capital investment in the industry. The regression shows the close relations between these factors, but they are controversial. This situation is due to the lack of strict controls over budget expenditure and significant monopolization of the energy industry. Conclusion. The paper makes recommendations as for improvement of using budget and credit resources for development of fuel and energy sector in Ukraine: stop financing monopoly entities from the budget; promote small and medium-sized enterprises; establish a clear system of control over the targeted use of budget and credit resources.
