Аналіз підстав для активізації міжнародного співробітництва у сфері вищої освіти в Україні

Abstract

Вступ. Доведено актуальність міжнародного співробітництва у сфері вищої освіти для економіки України. Проаналізовано основні законодавчо-нормативні документи України, що з різних боків регламентують міжнародне співробітництво у сфері вищої освіти. Систематизовано міжурядові угоди щодо міжнародного співробітництва у сфері вищої освіти.Метою статті є аналіз української нормативно-законодавчої бази відносно основних шляхів розвитку міжнародного співробітництва у сфері вищої освіти та дослідження на цій основі підписаних міжурядових угод з метою встановлення їх достатності.Метод (методологія). На основі комплексного аналізу законодавчо-нормативного забезпечення міжнародного співробітництва у сфері вищої освіти визначено основні шляхи його розвитку та встановлено зміну у часі пріоритетів цього процесу.Результати досліджень. Систематизація задекларованих на законодавчому рівні шляхів розвитку міжнародного співробітництва у сфері вищої освіти дозволила виокремити основні орієнтири здійснення цього процесу в Україні. Встановлені на базі аналізу міжурядових угод фактичні напрями співробітництва викрили їх недостатність, на основі чого було обґрунтовано напрями подальшої активізації міжнародного співробітництва у сфері вищої освіти.Introduction. It has been considered the urgency of international cooperation in the field of higher education to the economy of Ukraine. The main legal and normative documents of Ukraine, that the from the different points govern the international cooperation in the field of higher education are analysed. The intergovernmental agreements on international cooperation in the sphere of higher education are systematized.The purpose of the article is carry out the analysis of Ukrainian regulatory and legal framework regarding the establishment of the main ways of promotion of the international cooperation in the sphere of higher education.The method (methodology). On the basis of a comprehensive analysis of the legislative and regulatory support of the international cooperation in the sphere of higher education the basic ways of its development are determined. The time variation of the priorities of this process are defined.Results. Systematization of ways of promotion of the international cooperation in the sphere of higher education, which is declared at the legislative level, has allowed to identify the main landmarks in this process in Ukraine. the actual direction of cooperation which are established on the basis of the analysis of intergovernmental agreements f have opened their failures. As a result the directions of further international cooperation in the field of higher education have been grounded.
