Abstract

The functioning of the education system in the conditions of martial law is characterized by an intensive search for new approaches to innovative forms of organization of the educational process, effective information technologies, and pedagogical skills for the organization of a continuous process of training civil servants. Among the further steps: preparation for the work of civil servants in the de-occupied territories. Overcoming personnel hunger; digitization and restructuring of HR procedures; approximation of governance to EU standards; predictability and transparency of the remuneration of civil servants based on the classification of positions; professional development; process reengineering, automation, digitalization of public service.
