Механізм адаптації блокчейн-технології у фінансовій діяльності підприємств

Abstract

В статті представлено механізм адаптації блокчейн-технології у фінансовій діяльності підприємств, за яким розподілений реєстр розглядається як елемент доказового запису фінансових подій, автоматизації умов розрахунку, зниження витрат на звіряння та посилення нормативної відповідності. Визначено структурні компоненти механізму, зокрема регуляторну карту, процесну діагностику, архітектуру даних, ризик-профіль, фінансове оцінювання, пілотний проєкт та систему показників результативності. Визначено, що адаптація блокчейн-рішень у фінансовій діяльності підприємств потребує попереднього відбору процесів за критеріями транзакційної масовості, повторюваності, доказової цінності запису, готовності даних, правового ризику та очікуваного економічного ефекту. Запропоновано матрицю вибору процесів для DLT-пілоту, у якій порівняно післяплату, акти з корпоративними клієнтами, розрахунки з агентськими точками, претензійні виплати та внутрішній доказовий журнал подій. Розроблено модель адаптації, яка включає фінансову діагностику, опис даних, регуляторне оцінювання, запуск контрольного периметра, аудит результатів та подальше розширення застосування. На прикладі підприємства продемонстровано приклад вибору процесів для впровадження DLT-журналу. За результатами дослідження визначено, що блокчейн-адаптація розкривається як фінансово-управлінський механізм, а не просто як технологія.

The article presents a mechanism for adapting blockchain technology in the financial activities of enterprises, according to which the distributed ledger is considered as an element of evidentiary recording of financial events, automation of settlement conditions, reduction of reconciliation costs and strengthening of regulatory compliance. The structural components of the mechanism are determined, in particular, a regulatory map, process diagnostics, data architecture, risk profile, financial assessment, pilot project and a system of performance indicators. It is determined that the adaptation of blockchain solutions in the financial activities of enterprises requires preliminary selection of processes according to the criteria of transactional mass, repeatability, evidentiary value of the record, data readiness, legal risk and expected economic effect. A process selection matrix for a DLT pilot is proposed, which compares post-payment, acts with corporate clients, settlements with agent points, claim payments and an internal evidentiary event log. An adaptation model is developed, which includes financial diagnostics, data description, regulatory assessment, launch of the control perimeter, audit of results and further expansion of application. An example of process selection for the implementation of a DLT log is demonstrated on the example of an enterprise. According to the results of the study, it was determined that blockchain adaptation is revealed as a financial management mechanism, and not just as a technology.
