Abstract

One of the important areas of social policy is the social protection of disabled persons. Attitude towards citizens with limited opportunities is a characteristic sign of a civilized state. Creating a barrier-free space assumes that every person has the right to lead an active lifestyle under any circumstances and not to be isolated from society. Therefore, inclusiveness involves the integration of persons with limited mobility and other vulnerable social groups of the population; the elimination of discrimination against them; equal access to social benefits, and ensuring of human rights.
