Формування ефективного інфраструктурного забезпечення інноваційного підприємництва в аграрному секторі економіки

Abstract

Вступ. Визначено, що забезпечувальною складовою розвитку системи інноваційного підприємництва є формування інфраструктури його підтримки, яка спрямована на створення дієвих горизонтальних та вертикальних зв’язків між суб’єктами підсистем інноваційного підприємництва в процесі досягнення останнім цілі. Відтак, предметом дослідження є теоретичні та практичні засади формування ефективного інфраструктурного забезпечення інноваційного підприємництва в аграрному секторі економіки для його перманентного прискореного зростання. Метою статті є дослідження особливостей сучасної інфраструктури підтримки розвитку інноваційного підприємництва і обґрунтування на цій основі практичних рекомендацій щодо вдосконалення його інфраструктурного забезпечення в аграрному секторі економіки України. Метод (методологія). На основі абстрактно-логічного методу виявлено сутність та особливості інфраструктурного забезпечення інноваційного підприємництва в Україні. Використовуючи дані спостереження та метод моделювання обґрунтовано напрями формування інфраструктури підтримки інноваційного підприємництва в аграрному секторі економіки поетапним її удосконаленням. Результати. У сучасних умовах інфраструктура підтримки інноваційного підприємництва в аграрному секторі економіки розвивається фрагментарно за регіонами. На сьогодні не оптимізовано мережу суб’єктів інноваційної інфраструктури, що пов’язано із відсутністю єдиної політики та концепції розвитку інноваційного підприємництва. Відтак, враховуючи світовий досвід та зважаючи на вітчизняні особливості інноваційного розвитку, запропоновано формування мережі із оптимальної кількості інноваційних структур, які забезпечуватимуть формування інфраструктури підтримки інноваційного підприємництва в аграрному секторі економіки. Крім того, враховуючи фрагментарну наявність деяких інноваційних структур у регіонах, обґрунтовано їх трьохетапне об’єднання в аграрний інноваційний територіальний кластер, для чого розроблено організаційну схему такої інституції для Миколаївської області, що об’єднає усіх зацікавлених суб’єктів-учасників та суб’єктів-споживачів і сформує сприятливе середовище для розвитку підсистем інноваційного підприємництва в регіоні. Сформульовані пропозиції можуть бути використані на регіональному та державному рівнях з метою побудови системи ефективного інноваційного підприємництва як засобу розвитку аграрного сектора України.Introduction. It is determined that providing integral development of innovative entrepreneurship in order to develop its infrastructure support is aimed to create the effective horizontal and vertical links between subjects of subsystems of innovative entrepreneurship to achieve the latter goal. Thus, the theoretical and practical basis for the formation of effective infrastructure support of innovative entrepreneurship in the agrarian sector of economy for its permanent rapid growth have become the subject of research. Purpose. The aim of the article is the investigation of the modern infrastructure’s characteristics and support of innovative entrepreneurship development in order to justify the basis of practical recommendations for improving the infrastructure support in the economic agrarian sector of Ukraine. Method (methodology). On the basis of abstract and logical method the nature and characteristics of innovative infrastructure of business in Ukraine are reveled. Using observation and modeling method we have grounded the ways of form ation of the infrastructure of innovative entrepreneurship support in the agrarian sector . The steps of its gradual improvement are grounded. Results. In modern terms the support of innovative entrepreneurship infrastructure in the agrarian sector is observed in separate regions of Ukraine. Today there are no optimized networks of innovation infrastructure, due to the absence of a common policy and development concept of innovative entrepreneurship. Therefore, taking into account the international experience and the peculiarities of national innovation development, it is proposed to create a network of optimal number of innovative structures which will ensure the formation of innovative business infrastructure support in the agrarian sector. Moreover, it has been given the fragmented presence of some innovative structures in the regions . T heir three-stage united agrarian associations in the territorial innovation clusters are grounded, which makes it possible to develop the organizational scheme of such institutions in Mykolayiv region, and bring together all stakeholders and participating consumers and create some favorable conditions for the innovative entrepreneurship in the subregions. Those proposals can be used at regional and national levels in order to build an effective system of innovative entrepreneurship as a mean of development of agrarian sector of Ukraine.
