The global world has entered a turbulent period, marking the formation of a new generation of metamorphoses and more complex factors of social reproduction. The adaptability of financial policy to the challenges of the spread of COVID-19 has made it possible to create favorable global financial conditions for countries with low credit risk and to achieve a significant and lasting increase in government spending. However, in countries with more limited access to external financing, initial costs were lower than projected before the pandemic. The application of the system approach allows to consider the financing of labor resources as a set of interconnected elements and subsystems which together aim to improve the efficiency of the financing process for systemic changes in the environment. To a greater extent, this process depends on the formation and effective management of financial resources.uk_UA
