Пенсійна система України: на шляху реформування

Abstract

Зазначено основні підсумки пенсійної реформи в Україні, виявлено невирішені проблеми, систематизовано заходи з подальшого вдосконалення пенсійної системи. Запропоновано шляхи зміцнення фінансового стану бюджету Пенсійного фонду України. Визначено причини тінізації заробітної плати та обґрунтовано заходи щодо її зменшення. Акцентовано на необхідності запровадження обов’язкового накопичувального пенсійного страхування та другого рівня пенсійної системи. Узагальнено основні тенденції розвитку недержавних пенсійних фондів в Україні. Здійснено порівняння масштабів розвитку глобальних пенсійних ринків і вітчизняного пенсійного ринку. Introduction. The system of social protection and social security is of great importance for achieving social development strategic goals. Pension system reform measures which had been taken in Ukraine did not provide the solution to all of the accumulated problems in this area. The increasing complexity of social and economic status of the country, the emergence of new internal and external threats cause the acceleration of the national pension system reforming according to the declared goals. The purpose of the paper is to summarize the results of the pension reforming in Ukraine, to identify current problems and the ways of their solution. Results. The main results of the pension reforming in Ukraine were summarized; the unsolved problems were shown; further measures of the pension system reform improving were systemized. Ways of improving of the financial budget of the Pension Fund of Ukraine were offered. The reasons of the wage shadowing were defined and the measures of its reduction were substantiated. The necessity of introduction of mandatory funded pension insurance and second pillar pension system was emphasized. The main trends of private pension funds development in Ukraine were generalized. The levels of global pension and domestic pension markets development were compared. Conclusion. The need for completing of the initiated pension reform in Ukraine was emphasized according to the following issues: improving of the financial condition of the solidarity pension system; the introduction of the second pillar pension reform; the development of private pension provision; the development of financial market and its tools; the creation of mechanisms for protection pension savings from loss and devaluation; building of the trust in the private pension funds.
