Сутність корупції та основні шляхи її подолання в Україні

Abstract

Розкрито сутність корупції та чинників її виникнення в Україні. Охарактеризовано повноваження у сфері боротьби з корупцією в Україні різних інститутів влади. Серед основних шляхів подолання корупції в нашій державі виокремлено: усунення прогалин в законодавстві, системне забезпечення прозорості державної діяльності та її результатів, інвентаризацію та облік державного і комунального майна й земель, комп’ютеризацію та автоматизацію державних послуг, формування якісної високооплачуваної системи державної служби. The article reveals the essence of corruption and the factors of its occurrence in Ukraine. Corruption is a phenomenon that originates from the level of economic, political and socio-cultural development of the state. No one creates corruption - it is created by itself, like culture, because people see it as an easy solution to any issue in public life, as bribery often becomes a simplified solution to the problem. The difficulty of overcoming corruption is that its consequences are due to the most productive factors that motivate people to do so - wealth and power. Despite the legislative regulation of anti-corruption issues and the existence of an established structure of anti-corruption bodies, the high level of corruption in Ukraine has long been one of the most difficult to solve. The powers of different institutions in the area of fighting corruption in Ukraine are described. The main ways to overcome corruption in Ukraine are adduced such as the elimination of gaps in the legislation, the systematic provision of transparency of state activity and its results, the accounting of state and communal property and lands, the digitalization and automation of public services, the creation of a high-quality high-paid civil service system. Given the urgency of the problem of overcoming corruption, the scale of this phenomenon and the real threat to society, it is advisable to continue research in this area, in order to create an effective system to prevent and combat corruption.
