Abstract
Стаття характеризує особливості Державного казначейства як органу виконавчої влади та як бюджетної установи й відповідні цьому розбіжності базових принципів обліку. На основі критичної оцінки проблем і недоліків існуючих базових підходів до організації обліку в органах Державного казначейства автором сформовано концепцію його уніфікації та модернізації в бюджетних установах
