Державотворча діяльність УГВР – всеукраїнського верховного органу національно-визвольної боротьби 40–50 років XX століття (історіографічний дискурс)

Abstract

Здійснено сучасний історіографічний аналіз окремих наукових питань діяльності підпільного українського парламенту: розкрито стан розробки заявленої наукової теми; проаналізовано передумови та причини постання УГВР як всеукраїнської репрезентативної інституції; досліджено діяльність Ініціативного комітету з підготовки першого Великого Збору УГВР та прийнятих Збором програмних документів; висвітлено практичну діяльність УГВР. Визначено перелік питань, що потребують подальших наукових досліджень. The article the state of development scientific themes, the attempts of periodization and institutionalization are revealed. Internal and external factors (preconditions, causes), necessitated the emergence of the UHVR as a Ukrainian representative institutions are analyzed. Activities of the Initiative Committee for organizing of the First Great Meeting of the UHVR are investigated. Progress of the First Great Meeting of the UHVR and its program documents are defined. Practical activities of the underground Ukrainian Parliament are analyzed. The author argues that, firstly, the leadership of the belligerent Ukraine at the stage of the struggle for independence took the basis for the development of public administration system one of the basic principles of democracy – separation of power into three branches. Despite the military conditions, it was the decisive step of abandoning elements of the authoritarianism and revealed the basic principles of the future state-legal structure of independent Ukraine. Second, «the ideology of the UHVR was the result of a synthesis of all Ukrainian political reflections», combining disparate political parties and organizations standing on the platform of independence of Ukraine. Thirdly, the legal framework of the UHVR represented a qualitatively new and higher stage of development Ukrainian liberation movement, which absorbed the achievements of previous stages. «Tymchazovii ustrii», «Universal», «Platformfa» UHVR became «a landmark phenomena of formation and development the concept of Ukrainian national state».
