Методичні підходи державної підтримки інвестиційних проектів в Україні

Abstract

Досліджено діючий в Україні порядок державної підтримки інвестиційних проектів (пропозицій) та оцінки їх економічної ефективності. Виявлено, що методичні підходи стосовно підтримки державою інвестиційних проектів ґрунтуються на тому, що ініціатором проекту виступає безпосередньо суб’єкт господарювання, який повинен обґрунтувати доцільність проекту та взяти на себе підвищені виробничі й соціальні зобов’язання. З метою активізації процесів модернізації в національній економіці запропоновано суб’єктом інвестиційних ініціатив визнати також державу в особі профільних міністерств, які мають визначити перелік інноваційних проектів та створити умови для залучення вільних фінансових ресурсів усіх зацікавлених сторін на основі їх консолідації. The modernization of national economy requires large investments. An important role is played by budgetary resources and tools of state support. The objective of the study is to analyze the current investment projects (proposals) state support system in Ukraine and assess its cost-effectiveness. As the results of the analysis showed, methodological approaches of investment projects state support are based on the fact that the initiator of the project is an economic agent who has to ground its feasibility and undertake high production and social obligations. As a result, in the public register of investment projects posted on the website of the Ministry of Economic Development and Trade of Ukraine, there are mostly the projects related to the areas of life security on municipal level, while the innovative projects of modernization priorities in leading industrial sectors are scanty. In order to enhance the processes of national economy modernization we offer to recognize the state in person of line Ministries as the subject of investment initiatives, and they should define a list of innovative projects and create conditions for attracting free financial resources of all interested parties based on their consolidation.
