Abstract

The functioning of the education system in the conditions of martial law is characterized by an intensive search for new approaches to innovative forms of organization of the educational process, effective information technologies, and pedagogical skills for the organization of a continuous process of training civil servants. The study of international humanitarian law requires expanding the list of international providers that can provide educational services in the field of professional training. They can involve not only those implementing international technical assistance programs, but also other international institutions that can offer interesting educational content for public servants. In order to implement the principles of fair competition, transparency and openness, impartial and objective evaluation of competitive proposals, the introduction of automated competitive selection of executors of the state order for professional training of public servants through the Knowledge Management Portal will contribute.
