Методологічні засади пізнання зовнішнього середовища функціонування фінансового механізму суспільного добробуту: інституційний підхід

Abstract

Вступ. Еволюція суспільних уявлень про сутність суспільного добробуту, способи та інструментарій його забезпечення, виникнення безпрецедентних новітніх загроз суспільному розвитку потребують адекватного реагування в контексті вдосконалення архітектоніки фінансового механізму відповідно до трансформації зовнішнього середовища його функціонування. Це зумовлює необхідність розробки нових науково-методо- логічних підходів до наукового пізнання фінансового механізму суспільного добробуту як відкритої системи, яка взаємодіє із зовнішнім середовищем, що стане методологічним підґрунтям для розвитку цього механізму та оптимізації його структури. Мета – розкрити сутність та архітектоніку зовнішнього середовища функціонування фінансового механізму суспільного добробуту крізь призму інституційного підходу до наукового пізнання. Результати. У статті з позиції інституційного підходу наукового пізнання розглянуто зовнішнє середовище фінансового механізму суспільного добробуту як сукупність об’єднаних у чотири складові інститутів та породжених ними чинників, що здійснюють вплив на розвиток цього механізму. Охарактеризовано ключові ознаки такого середовища та визначено його компоненти, до яких зараховано політичну, економічну, соціальну, екологічну складові. Окреслено провідні інститути кожної із компонент зовнішнього середовища фінансового механізму суспільного добробуту. Висновки. Ідентифікація ключових ознак зовнішнього середовища, обґрунтування циклічності взаємозв’язку між його компонентами та базовими інститутами фінансового механізму суспільного добробуту дали можливість кристалізувати пріоритетні напрями інституційних змін, які мають передбачати: розвиток інститутів громадського контролю, конкуренції через розширення їх впливу на сферу публічних фінансів; реалізацію комплексної політики, спрямованої на усунення причин деформацій у розвитку соціальних інститутів та зниження деструктивного впливу породжених цими деформаціями чинників на рівень суспільного добробуту; становлення екологічних інститутів та посилення їх впливу на зміну конфігурації елементів фінансового механізму суспільного добробуту. Introduction. The evolution of public ideas about the essence of social well-being, methods and tools for its provision, the emergence of unprecedented new threats to social development require an adequate response in the context of improving the architecture of the financial mech- anism in accordance with the transformation of the external environment of its functioning. This necessitates the development of new scientific and methodological approaches to the scientific knowledge of the financial mechanism of public welfare as an open system interacting with the external environment, which will become a methodological basis for the development of this mechanism and optimization of its structure. The purpose of the article substantiate the methodological principles of the external envi- ronment of the functioning of the financial mechanism of public welfare through the prism of the institutional approach to scientific knowledge. Results. The article examines the external environment of the financial mechanism of pub- lic welfare as a set of institutions combined into four components and the factors generated by them that influence the development of this mechanism. The key features of such an environ- ment are characterized and its components are defined, including political, economic, social, and ecological components. The leading institutions of each of the components of the external environment of the financial mechanism of public welfare are outlined. Conclusions. Identification of key features of the external environment, substantiating the cy- clical relationship between its components and the basic institutions of the financial mechanism of public welfare made it possible to crystallize the priority directions of institutional changes, which should include: the development of institutions of public control, competition through the expan- sion of their influence on the sphere of public finance; the implementation of a comprehensive policy aimed at eliminating the causes of deformations in the development of social institutions and reducing the destructive impact of the factors generated by these deformations on the level of social well-being; formation of environmental institutions and strengthening of their influence on changing the configuration of the elements of the financial mechanism of public welfare.
