Оцінка ефективності діяльності машинобудівного кластера

Abstract

Достовірне оцінювання ефективності діяльності машинобудівного кластера дозволяє розробити та реалізувати вдалу концепцію розвитку вітчизняних машинобудівних підприємств на основі їх об’єднання у кластер. Досягнення цієї мети можливе завдяки здійсненню комплексної та об’єктивної оцінки кластерної діяльності машинобудівних підприємств. На сьогодні у вітчизняній та зарубіжній науковій літературі представлена значна кількість методичних підходів, присвячених даному питанню. Проте відсутньою є загальноприйнята методика оцінки ефективності діяльності машинобудівного кластера, яка була б абсолютно задовільною як в теоретичному, так і в практичному аспектах. Таким чином, в статті розглянута оцінка ефективності діяльності машинобудівного кластера на основі здійснення прогнозування сценаріїв розвитку підприємств кластера та визначення економічних та соціальних показників їх діяльності на мікро- та мезорівнях, що дозволяє на практиці ефективно реалізувати проект створення кластерного об’єднання. В статті визначено, що для оцінки ефективності діяльності машинобудівного кластера найбільш доцільним є одночасне застосування різних методичних підходів, результати яких доповнюють один одного та дають можливість отримати найбільш повне уявлення про рівень результативності створення кластерного об’єднання в сучасних умовах. На основі аналізу, проведеного за даними вітчизняних машинобудівних підприємств, визначено фактичний та прогнозний рівні прибутку в результаті реалізації сценаріїв розвитку. З’ясовано, що найбільш ефективним є застосування цільового сценарію розвитку машинобудівних підприємств. Визначення економічних та соціальних вигід на мікро- та мезорівнях дозволяє відслідкувати ефективність кластерної діяльності як на рівні окремого машинобудівного підприємства, так і на рівні області.Significant evaluation of the efficiency of the machine-building cluster allows to develop and to implement a successful concept of development of domestic machine-building enterprises based on their associations in the cluster. Achievement of this goal is possible through the implementation of a comprehensive and objective assessment of cluster activity of the machine-building enterprises. At present, in native and foreign scientific literature there is a number of methodological approaches dedicated to this issue. However, a common method of evaluating the performance of the machine-building cluster is missing, which would be quite satisfactory both in theoretical and practical aspects. Thus, in this paper the rating of performance of the machine-building cluster based on implementation of forecasting scenarios of the enterprises of the cluster and assessment of the economic and social performance of their activities at the micro and meso levels, in practice allows effectively implement a project of creation a cluster. The article states, that for evaluating the performance of the machine-building cluster is the most appropriate simultaneous use of different methodological approaches, the results of which complement each other and provide an opportunity to get the most complete picture of the impact of the establishment of cluster level associations in modern terms. Based on the analysis carried out according to data of local machine-building enterprises actual and projected levels of income in the result of development scenarios are identified. It is found out, that the most effective is the usage of the target scenario of development of the machine-building enterprises. The determination of the economic and social benefits at the micro and meso level allows tracking the effectiveness of cluster activities at the level of individual machine-building enterprise and at the regional level.
