Модернізація державного регулювання інвестиційної діяльності: макроекономічні та регіональні аспекти

Abstract

Актуальність дослідження продиктована необхідністю забезпечення збалансованого розвитку національної економіки в частині дотримання паритетності економічного, соціального, екологічного векторів, умов макроекономічної стабільності, структурного оновлення, підвищення її конкурентоспроможності. Об’єктом дослідження є інвестиційна діяльність. Предмет дослідження – теоретико-правові та функціональні складові механізму державного регулювання інвестиційної діяльності на макроекономічному та регіональному рівнях. У статті проаналізовано стан інвестиційної діяльності на різних рівнях функціонування національної економіки. Виокремлено стимулюючі та стримуючі чинники формування інвестиційного клімату в Україні. Проаналізовано сутнісні детермінанти державного регулятивного впливу на інвестиційну діяльність в розрізі правового, організаційно- адміністративного та економічного механізмів та обґрунтовано шляхи модернізації його інструментарію. Запропоновано програмні механізми стимулювання інвестицій в регіональну економіку, які повинні включати маркетинговий, інфраструктурний, інформаційний, консалтинговий супровід міжсекторне співробітництво, що сприятиме використанню інноваційних технік і технологій в усіх галузях економіки області, модернізує виробництво, підвищить рівень доходів та зайнятості. Наукова новизна даної публікації полягає у оцінюванні результативності чинного інструментарію державного регулювання інвестиційної діяльності та напрацюванні пропозицій щодо його вдосконалення з врахуванням існуючих екзогенних та ендогенних викликів та обмежень, які існують на ринку інвестиційних ресурсів. The urgency of the study is dictated by the need to ensure a balanced development of the national economy in terms of compliance with the parity of economic, social, еnvironmental vectors, the conditions of macroeconomic stability, structural renewal, and increase its competitiveness. The object of the research is investment activity. The subject of theoretical and legal research and the functional components of the mechanism of state regulation of investment activity at the macroeconomic and regional levels. The article analyzes the state of investment activity at different levels of functioning of the national economy. The stimulating and restraining factors concerning the investment climate formation in Ukraine are singled out. The essential determinants of the state regulatory influence on investment activity in the context of legal, organizational, administrative and economic mechanisms are analyzed and ways of modernizing its tools are substantiated. The programmatic mechanisms of stimulation of investments into the regional economy are proposed, which should include marketing, infrastructure, information and consulting support for cross-sectoral cooperation, which will promote the introduction of innovative techniques and technologies in all branches of the oblast economy, modernize production, increase income and employment. The scientific novelty of this publication is to assess the effectiveness of the existing instruments of state regulation of investment activity and the development of proposals for its improvement, taking into account existing exogenous and endogenous challenges and constraints that exist in the market of investment resources.
