Міжнародний досвід державного регулювання ринку агротехніки та можливості його адаптації в Україні

Abstract

Вступ. Ринок сільськогосподарської техніки є стратегічним сегментом аграрного сектору, оскільки рівень його розвитку безпосередньо впливає на ефективність агровиробництва, продуктивність праці, собівартість продукції та продовольчу безпеку країни. Міжнародний досвід свідчить, що державне регулювання ринку агротехніки має комплексний характер і охоплює фінансові, інституційні, організаційні та інноваційні інструменти. До них належать прямі та непрямі субсидії виробникам і споживачам техніки, пільгове кредитування та розвиток лізингових програм, страхування ризиків, а також підтримка кластерних ініціатив і створення науково-технічних парків. Метод (методологія). У статті використано методи системного аналізу для узагальнення міжнародних підходів до державного регулювання ринку агротехніки. Застосовано порівняльний метод, що дав змогу зіставити інструменти регулювання в країнах ЄС, США та інших державах із українськими реаліями. Абстрактно-логічний метод використано для формування теоретичних висновків і рекомендацій щодо можливостей адаптації. Крім того, метод узагальнення та аналогій дозволив виокремити найефективніші інструменти, придатні для впровадження в Україні. Результати. У результаті дослідження встановлено, що провідні країни світу застосовують комплексну систему державного регулювання ринку агротехніки, яка поєднує фінансові стимули, інноваційну підтримку та екологічні стандарти. Виявлено, що найбільш ефективними є інструменти субсидування придбання техніки, податкові пільги та розвиток лізингових програм. Доведено, що їх адаптація в Україні сприятиме оновленню технічної бази аграрного сектору та підвищенню його конкурентоспроможності. Разом з тим підкреслено необхідність посилення інституційної спроможності та гармонізації з європейськими нормами для досягнення позитивного ефекту.Introduction. The agricultural machinery market is a strategic segment of the agrarian sector, as its level of development directly influences the efficiency of agricultural production, labour productivity, production costs, and the country’s food security. International experience demonstrates that state regulation of the agricultural machinery market is complex in nature and encompasses financial, institutional, organisational, and innovation instruments. These include direct and indirect subsidies to producers and consumers of machinery, preferential lending and the development of leasing programmes, risk insurance, as well as support for cluster initiatives and the creation of science and technology parks. Methodology. The study applies methods of systems analysis to generalise international approaches to state regulation of the agricultural machinery market. A comparative method was employed to juxtapose regulatory instruments used in the EU, the USA, and other countries with Ukrainian realities. The abstract-logical method was applied to form theoretical conclusions and recommendations regarding adaptation opportunities. In addition, the method of generalisation and analogies was used to identify the most effective instruments suitable for implementation in Ukraine. Results. The study established those leading countries employ a comprehensive system of state regulation of the agricultural machinery market, combining financial incentives, innovation support, and environmental standards. It was found that the most effective instruments include subsidies for machinery acquisition, tax incentives, and the development of leasing programmes. It is proven that their adaptation in Ukraine would contribute to modernising the technical base of the agrarian sector and enhancing its competitiveness. At the same time, the study emphasises the necessity of strengthening institutional capacity and harmonising with European standards to achieve a positive effect.
