Проблеми та перспективи удосконалення фінансового забезпечення складових соціальної сфери в Україні

Abstract

Вступ. Модернізація систем охорони здоров’я, освіти та науки в Україні є основними компонентами сприяння соціально-економічного розвитку останнього десятиліття. Стратегічні передумови розвитку охорони здоров’я, освіти та науки мають багато спільного. По-перше, постала об’єктивна необхідність зміни джерел фінансового забезпечення. По-друге, необхідність змін ускладнюється нестачею: необхідного досвіду, матеріальних і кадрових ресурсів. Найбільш гострою проблеми постала під час пандемії COVID-19. Відтак, фінансове забезпечення охорони здоров’я, освіти і науки має не тільки соціальне, але й економічне значення. Мета. Метою статті є вивчення проблем та визначення шляхів удосконалення фінансового забезпечення охорони здоров’я, освіти і науки у кризові періоди розвитку, що спричинені COVID-19. Метод (методологія). Основні наукові методи, які використано в процесі дослідження: системний підхід (під час вивчення проблем фінансового забезпечення систем охорони здоров’я, освіти і науки), метод порівняння, синтезу й аналізу (при вивчені стану фінансового забезпечення досліджуваних систем), абстрактно-логічний метод (для визначення основних проблем та напрямів удосконалення фінансового забезпечення складових соціальної сфери). Результати. У статті виокремлено дві важливі складові соціальної сфери будь-якої країни: охорона здоров’я та освіта і наука. Визначено основні проблеми фінансового забезпечення у до- та в пандемічний період функціонування економіки. Окреслено основні проблеми, які виникають в системах охорони здоров’я, освіти і науки під час їх модернізації. Проаналізовано стан фінансового забезпечення зазначених систем і запропоновано основні пріоритетні напрями удосконалення їх функціонування і можливості надання якісних послуг. Висновки. Фінансове забезпечення медичних закладів та закладів освіти для надання якісних послуг населенню полягає не тільки у збереженні та відновленні здоров’я громадян – основної складової частини продуктивних сил суспільства, але й забезпечує підготовку високоінтелектуального капіталу. Особливо підвищується соціально-економічне значення охорони здоров’я, освіти і науки в умовах спалаху небезпечних хвороб та пандемічних явищ.Introduction. Modernization of health care, education and science systems in Ukraine are key components of promoting the socio-economic development of the last decade. The strategic preconditions for the development of health care, education and science have much in common. First, there is the objective need to change the sources of funding. Secondly, the need for change is complicated by the lack of: the necessary experience, material and human resources. The most acute problem arose during the COVID-19 pandemic. Therefore, financial support for health, education and science is not only social but also economic. Goal. The aim of the article is to study the problems and identify ways to improve the financial security of health, education and science in the crisis periods of development caused by COVID-19. Method (methodology). The main scientific methods used in the research process: a systematic approach (when studying the problems of financial support of health care, education and science), the method of comparison, synthesis and analysis (when studying the financial support of the studied systems), abstract logical method (to identify the main problems and areas of improving the financial security of the components of the social sphere). Results. The article identifies two important components of the social sphere of any country: health care and education and science. The main problems of financial security in the pre- and pandemic period of the economy are identified. The main problems that arise in the systems of health care, education and science during their modernization are outlined. The state of financial support of the specified systems is analyzed and the basic priority directions of improvement of their functioning and possibilities of rendering of qualitative services are offered. Conclusions. The financial support of medical and educational institutions to provide quality services to the population is not only to preserve and restore the health of citizens - a major component of the productive forces of society, but also provides training for highly intelligent capital. The socio-economic importance of health, education and science is particularly high in the face of outbreaks of dangerous diseases and pandemics.
