Цифрова трансформація територіальних громад України: виклики та перспективи в умовах воєнного стану

Abstract

Вступ. Стаття зосереджена на аналізі впливу цифрової трансформації на розвиток територіальних громад України в умовах воєнного стану, розкриваючи основні виклики та перспективи цього процесу. Визначається роль цифровізації у підвищенні ефективності управління, прозорості та залученні громадян до вирішення місцевих проблем. Мета. Метою статті є аналіз впливу цифрової трансформації на розвиток територіальних громад України в контексті воєнного стану, виокремлення основних викликів та перспектив, а також розробка рекомендацій для подальшого розвитку цифрових ініціатив місцевих громад. Метод (методологія). У дослідженні застосовуються методи кейс-стаді для аналізу конкретних прикладів успішної цифрової трансформації, порівняльний аналіз для визначення загальних трендів та викликів, а також аналіз документів та літературний огляд для оцінки теоретичних підходів та існуючих стратегій. Результати. Дослідження демонструє, що цифрова трансформація сприяє зміцненню взаємодії між органами місцевої влади та громадянами, підвищує рівень кібербезпеки та забезпечує стабільний доступ до критично важливих послуг у складних умовах. Однак, виклики, такі як обмежений доступ до інтернету, недостатня цифрова грамотність населення та недовіра до цифрових послуг, потребують комплексного підходу та залучення міжнародної допомоги. Рекомендації включають розвиток інфраструктури, підвищення цифрової грамотності та розробку нових цифрових ініціатив з акцентом на підтримку військовослужбовців та ветеранів, а також на розвиток електронної торгівлі та інших сфер життєдіяльності громад.Introduction. The article focuses on the analysis of the impact of digital transformation on the development of territorial communities of Ukraine under martial law, revealing the main challenges and prospects of this process. The role of digitalization in increasing management efficiency, transparency and involvement of citizens in solving local problems is determined. Goal. The purpose of the article is to analyze the impact of digital transformation on the development of territorial communities of Ukraine in the context of martial law, to highlight the main challenges and prospects, as well as to develop recommendations for the further development of digital initiatives of local communities. Method (methodology). The research uses case study methods to analyze specific examples of successful digital transformation, comparative analysis to identify general trends and challenges, as well as document analysis and literature review to evaluate theoretical approaches and existing strategies. The results. The study demonstrates that digital transformation helps to strengthen the interaction between local authorities and citizens, increases the level of cyber security and ensures stable access to critical services in difficult conditions. However, challenges such as limited access to the Internet, insufficient digital literacy of the population and mistrust of digital services require a comprehensive approach and the involvement of international assistance. Recommendations include infrastructure development, digital literacy, and the development of new digital initiatives with an emphasis on supporting military personnel and veterans, as well as the development of e-commerce and other areas of community life.
