Управління ризиками логістичного оператора при здійсненні експортних операцій

Abstract

Вступ. Експортна діяльність, пов’язана з багатьма системними ризиками внаслідок дії політичних, економічних та фінансових факторів, крім того, обумовлюється і специфічними ризиками, які виникають унаслідок взаємодії з багатьма суб’єктами зовнішньоекономічної діяльності. Передача на аутсорсинг частини процесів у ланцюгу постачання, і відповідно, специфічних ризиків логістичному оператору надає можливість експортеру знизити ризиконасиченість своєї діяльності. Мета. Метою статті є ідентифікація і аналіз ризиків логістичного оператора, розробка заходів щодо їх контролю та нівелювання, що визначає базис для формування стратегії управління ризиками при здійсненні експортних операцій. Метод (методологія). Методологічну основу статті склали загальнонаукові та емпіричні методи наукового дослідження, такі, як: метод оцінки та аналізу ризиків, системний метод, метод узагальнення, групування, опису. Результати. Запропоновано ідентифікацію ризиків логістичного оператора за основними етапами експортної угоди та відповідні їм заходи щодо управління ними. Це формує «дорожню карту» для персоналу логістичного оператора щодо мінімізації руйнівного впливу чи ліквідації ризиків як таких. Розроблене ранжування негативних наслідків ризиків визначає стратегії, які логістичний оператор запроваджує для підвищення ефективності процесом управління ризиками.Introduction. Export activity is associated with many systemic risks. It is a result of political, economic and financial factors. Besides it can be determined by the specific risks that arise as a result of interaction with many participants of foreign economic activity. The transfer of some of the processes in the supply chain to the outsourcing performance and, accordingly, the transfer of specific risks to the logistics operator allow the exporter to reduce the risks of their activities. Purpose. The article aims to identify and analyse the risks of a logistics operator, to develop measures for risk control and significant reduction, which define the basis for the formation a risk management strategy in the implementation of export operations. Method (methodology). The methodological basis of the article consists of general scientific and empirical methods of scientific research. They are the method of risk assessment and analysis, system method, method of generalizing, method of grouping, method of description. Results. Identification of the logistics operator risks according to the main stages of the export transaction and the corresponding measures to manage them has been proposed. This forms a “roadmap” for the personnel of the logistics operator to minimize the destructive impact of risks or eliminate the latter as such. Ranking, which systemizes the negative consequences of risks, while determining the strategies implemented by the logistics operator, in order to improve the effectiveness of the risk management process has been developed.
