Abstract
Introduction. The article reveals the transformational foundations of the paradigm of decentralizing Ukraine’s energy system under conditions of hybrid military aggression. It analyses the vulnerability of the centralized energy supply model and identifies the role of polycentric architecture and institutional decentralization in enhancing the resilience of the energy sector. The authors present a conceptual model encompassing the technical, managerial, institutional, and regulatory dimensions of the new energy architecture. A comparative analysis of centralized and decentralized paradigms is conducted in the context of adapting to military threats, and directions for regulatory transformation and technological renewal are outlined. Purpose. To substantiate the paradigm of decentralizing Ukraine’s energy system as a strategy for ensuring its resilience, adaptability, and energy security under war-related risks. Methodology. The research employs an interdisciplinary approach using methods of system analysis, comparative modelling, institutional theory, resilience thinking, the concept of polycentric governance, and principles of energy democracy. Results. The study proves that a decentralized energy model reduces vulnerability to deliberate attacks, enhances autonomous functioning, and stimulates the involvement of communities and prosumers in ensuring energy security. The proposed model integrates infrastructural, institutional, and adaptive components, forming a flexible architecture for the national energy system. The results have theoretical significance for advancing the concept of critical infrastructure and practical relevance for shaping strategies for energy sector recovery in the post-conflict period. Ukraine’s experience is identified as a promising model for global energy system restoration during periods of large-scale disruption.
